The myth

Quetzalcóatl, the “Feathered Serpent” (from Nahuatl quetzal, the green-plumed bird, and coatl, serpent), is one of Mesoamerica’s oldest deities: he already appears on the Temple of the Feathered Serpent at Teotihuacan, and the Maya revered him as Kukulkan. For the Mexica he was god of wind (as Ehécatl), of the morning star, of learning and of the priesthood. In the Legend of the Suns he descended to Mictlán to recover the bones of earlier generations and gave humankind life with his own blood; later, turned into an ant, he carried maize out of the Mountain of Sustenance.

Why it has this power

A Level 10 Legendary with 3400 ATK and 3100 DEF: a creator’s power, balanced between offense and defense. The Wind element comes from Ehécatl, his wind aspect, and the Feather and Crown constellations join quetzal plumes to divine kingship. He is born by fusing Ehécatl, Lord of the Wind, with the Ancestral Quetzal — a serpent made, quite literally, of wind and feathers.

The Temple of Quetzalcóatl at Teotihuacan, with its carved feathered-serpent heads, is roughly a thousand years older than Tenochtitlan.
